Senior Payroll and Benefits Specialist for provincial government agency client, downtown Toronto.

Initial Term:  From May 6, 2024 to November 8, 2024, with possible extension or conversion to direct full time-permanent employment, subject to performance and client business need.
Compensation: From $46.00 per hour to $49.00 per hour, according to experience.  At the point of full time permanent offer, please note that any offered annual full time salary will be an exact calculation of the assignment hourly rate based on a 35 hour work week.

Regular Work Hours:  FULL TIME HOURS – 7.0 hours per day not including 1 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (35 work hours per week).
Work Location:  Hybrid – combination of 2 days remote-based and 3 days onsite at client’s downtown Toronto office, on PATH and near TTC station.  Please note that this is a mandatory hybrid work policy, with no exceptions.

Responsibilities Summary:  
Act as subject matter expert for payroll program best practices. Deliver efficient payroll and benefits services and functional supports; function as key contact point for employees; work closely with HR leadership and internal and external business partners to ensure operational compliance with legislative requirements; and provide insightful portfolio analytics and recommendations in support of strategic leadership decisions.

  • Oversee timely and accurate payroll processing of biweekly payroll using the Workday Human Capital Management System 
  • Perform variety of analysis, control, and accounting functions to ensure accurate payroll distribution, accurate T4/T4A remittance and payroll related account year end statements, and associated reviews and adjustments.
  • Ensure all government remittances are reconciled on a regular basis; handle all enquiries from CRA and other government tax offices; and investigate any discrepancies.
  • Handle day-to-day benefits administration matters and provide recommendations to maintain a sustainable benefits program. Liaise with insured benefits and defined pension benefits provider, and promptly identify, troubleshoot and resolve any issues.
  • Support Payroll & Benefits Lead in the preparation of pension adjustments, T4s processing, information summaries for public reporting, and reconciliations of annual vacation liabilities and quarterly insured benefits.  
  • Review and update payroll and benefits content on Intranet site.
  • Ensure compliance with Ontario payroll legislation, Employment Standards Act (ESA), and CRA requirements. Comprehend and implement both internal and external auditor’s control requirements.
  • Perform audits on payroll, time, and attendance output to ensure compliance and accuracy.
  • Build strong relationships across the organization and represent the HR team at various meetings, acting as a technical payroll resource. Provide guidance to HR team members related to facilitation of escalated issues through problem recognition, research, and analysis.
  • Support technical set-up and accurate maintenance of payroll functions in Workday HCM, including successful system integrations.  Support preparation of monthly activity reports for HR dashboard.
  • Additional payroll and benefits program administration, compliance, advisory and implementation responsibilities as required.  

Qualifications:    
Education:  Post-secondary Degree or Diploma in Payroll, Accounting, or Human Resources.
Professional Credentials:  National Payroll Institute (formerly the Canadian Payroll Association) PCP certification required.  PLP designation an asset.
Preferred Work Experience:  At least 5+ years of specialist level payroll administration, with current payroll compliance expertise in both federal and provincial environments.
Preferred Sector Experience:  Payroll work experience from a government agency or midsize corporate organization preferred.

Technical and Language Skills Requirements:    

  • Proficiency with Workday Payroll or similar system.
  • Advanced proficiency in MS Excel (may be tested)  
  • Strong proficiency in MS Word and Outlook.
  • Strong mathematical skills.
  • Strong English communication skills, including proficient business writing skills and verbal presentation skills suitable to a range of audiences including senior leadership.

  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.  
  • Demonstrated ability to work well both independently and collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:    

  • Available for online video interview the weeks of April 8th – 15th.
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite, abiding by organization health and safety policies.
  • Ability to promptly provide 3 qualified employment references upon request, who are available to speak with either Marberg or Marberg’s client.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Ability to complete a satisfactory Provincial Government security check, including a Fingerprint Check, prior to assignment start. Please note that Marberg will reimburse for the cost of the security checks upon confirmation of assignment start and submission of approved expense receipts.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
