Senior IT Business Analyst and Product Owner for government agency client, cross-Canada jurisdictions, downtown Toronto office location.

Job Type: Temporary, initial term 6 to 12 months.
Target Compensation: $85/hr to $110+/hr according to experience.
Work Location:  Will start as remote-based but transition onsite on hybrid or full time basis at our client’s downtown core Toronto office (on PATH and TTC line) as of January 2022.

Responsibilities Summary:

  • Accountability for multi-year, cross-Canada, multi-jurisdictional systems implementation initiative.  
  • Work effectively with other project leads, internal and external clients and business partners, internal resources and external vendors.  Collaborate with internal and vendor Enterprise Architect team members to ensure alignment with solution design.
  • Develop and enhance working relationships with all participants and operate efficiently in a consensus driven environment.
  • Understand business goals, priorities, processes, and underlying rules and regulations across multiple jurisdictions and stakeholder groups.  Lead business requirement elicitation and facilitate discussion to include diverse viewpoints and business needs to reach a consensus outcome.
  • Seek out, recognize and analyze new business opportunities (e.g. interviews, documentation reviews, gaps analyses, end-to-end process reviews) and recommend process and system enhancements.
  • Ensure initiative’s adherence to organizational policy and best practices (e.g. artifact traceability, version control, and change control).  Advise other Business Analyst teams in cross-vendor projects accordingly.
  • Prepare RFP proposals for new business opportunities.
  • Assist with development of business analysis framework including templates, best practices, standards, strategies, techniques, and tools.
  • Assist with development of business architecture and product roadmap.
  • Additional associated tasks and responsibilities to ensure successful implementation of initiative, as required.


Education: University Degree in Business, Information Systems, or related discipline.
Professional Credentials:  Certified Business Analysis Professional (CBAP) certification an asset.
Preferred Experience: 7+ years of experience as a Senior Business Analyst, Systems Analyst, Product Owner, or Business Consultant.

  • Ability to lead, initiate, and facilitate discussions with multiple jurisdictions with diverse viewpoints and business needs, drive consensus, advise stakeholders, and create an excellent understanding of the business process and underlying rules and regulations.
  • Expert facilitation skills, attention to detail and excellent communication skills with both working teams and senior level audiences.

Technical Skills Requirements:    

  • Experience with Agile and Waterfall environments.
  • Experience with Jira and Confluence.
  • Expertise in system and business requirements artifacts (e.g. BRD, User Stories, Use Case, Business Process Maps).
  • Hands-on experience with BPM and UML concepts, techniques, tools and delivery approaches.
  • Familiarity with requirements management tool (e.g. Sparx EA) an asset.

  • Expertise with business analysis methodologies, SDLC, and enterprise architecture concepts.
  • Superior interpersonal skills: excellent listening skills; ability to work collaboratively within a diverse team and stakeholder group; ability to provide and receive professional, effective feedback.
  • Proven ability to respond to sensitive matters with tact, discretion, and excellent judgement.  Demonstrated commitment to client service and professional representation of the organization.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively for self and others, meet tight deadlines and work well under pressure.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.
