Procurement Specialist for Board-governed West GTA based community service organization.

Job Type: Temporary.
Initial Term:  ASAP to March 31, 2023.
Compensation: $28.59 per hour to $37.50 per hour, according to experience.
Regular Work Hours: 8 am to 4 pm with 1 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (35 work hours per week).
Work Location: Hybrid (combination of remote-based, with attendance at Client’s work locations as required).
Onsite Dress Code: Business or Neat Casual Dress; Facemask to be worn in designated areas of client facilities if required; Non-Scented Personal Products Workplace Policy in effect.

Responsibilities Summary:    
Procure goods and services within designated procurement portfolio, for direct-service locations and corporate head office, in compliance with Broader Public Sector (BPS) Procurement Directive.

  • Prepare bid documents including Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Quotation (RFQ).
  • Evaluate Statements of Work (SOW) for completeness and adherence to procurement regulations.
  • Develop bid evaluation criteria.
  • Evaluate bids against mandatory requirements.
  • Award and issue contracts.
  • Manage contracts including contract compliance, performance evaluation, issues resolution, and contract termination, and ensure related documentation is created and filed.
  • Provide guidance on procurement and contracts management strategies, and contribute to development of procurement policies and procedures.
  • Provide additional, related procurement, contracts administration and project coordination services as required.  


Education: Post Secondary Degree or Diploma in related discipline, or applicable combination of work experience and education.
Preferred Work Experience:  At least 2+ years of progressive, related work experience in public sector procurement.

Technical and Language Skills Requirements:

  • Proficiency in MSOffice software including Word, Excel, and Outlook.
  • Proficient English communication skills, both written and verbal, including strong business writing skills.

Task -Based Qualifications and Additional Attributes:     

  • Excellent knowledge of procurement and supply functions, market standards, specification development and tendering processes and best practices.
  • Thorough familiarity with BPS Procurement Directive principles and application.
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Demonstrated ability to work well independently, collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.
  • Ability to motivate and engage with a diverse group of internal and external stakeholders, at all levels of seniority.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively for self and others, meet tight deadlines and work well under pressure.
  • Demonstrated ability to apply project management principles, methodologies and best practices.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.  Excellent listening skills, and the ability to provide and receive effective feedback.  
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:    

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Ability to complete a satisfactory Vulnerable Sector security check, including a Fingerprint Check, prior to assignment start.  Please note that Marberg will reimburse for the cost of the Fingerprint Check upon your acceptance of Assignment Offer and submission of approved Expense Receipts.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start.
  • Satisfactory additional Background Checks and Employment References.
