Procurement and Contracts Specialist for provincial government agency client, downtown Toronto, position currently remote-based.

Initial Term:  August 22, 2022 to August 18, 2023.
Compensation: $40 per hour.

Regular Work Hours:  8:30 am to 4:30 pm not including unpaid .5 hour lunch break, to be worked during regular business hours, Monday to Friday (37.5 work hours per week).
Work Location: Hybrid: currently remote-based, with attendance at client’s downtown Toronto office near TTC station later in the assignment, as required. 

Responsibilities Summary:  
Lead sourcing, procurement and contract management processes for complex, enterprise level sourcing requests. Ensure organization acquires goods and services that satisfy business and value-for-money requirements, and are in compliance with the Ontario Procurement Directive.

  • Work with business leaders to define sourcing needs, develop required procurement documents, and perform vendor and contract management activities. 
  • Manage portfolio of contracts and report category performance to Management.  Analyze organization’s spend profile per assigned category.
  • Lead development of procurement plans for each category. 
  • Develop RFx packages and execute RFx. Analyze internal data and market intelligence information to identify sourcing opportunities.
  • Coordinate with Legal to determine acceptable contract terms and conditions. 
  • Coordinate with business leaders to identify and resolve contract issues.  Negotiate and establish contracts with suppliers.
  • Document contract and sourcing activities with briefing notes and other supporting documentation. Obtain appropriate approvals.  
  • Manage vendor relationships within a specific portfolio/category. Monitor contract compliance, and conduct performance review meetings in accordance with organization policies and procedures.  
  • Create and issue purchase orders.  
  • Additional sourcing, procurement, contract management and vendor relationship management responsibilities as required. 

Qualifications:    

Education: Post-secondary Degree in Business Administration, Commerce, Law, Supply Chain Management, Sourcing, Purchasing or related discipline.
Professional Credentials: CSCMP (Supply Chain Management Professional Designation) an asset
Preferred Work Experience: At least 5+ years of relevant sourcing, procurement, or contract management experience.
Preferred Sector Experience: Specialized procurement experience in at least 2 of the following categories: corporate services; medical/healthcare goods and services; facilities goods and services, information technology; and consulting services.

Technical and Language Skills Requirements:  

  • Proficiency in MSOffice Excel, Word and PowerPoint.
  • Familiarity with MS Project.
  • Proficient English communication skills, both written and verbal, including strong business writing skills.

Task -Based Qualifications and Additional Attributes:     

  • Proficiency with contract legal terminology and generally accepted procurement practices.
  • Demonstrated ability to apply project management principles, methodologies and best practices. Experience with projects supporting client groups in Health Care, Pharmaceutical, Finance, Human Resources or Enterprise Information Technology.
  • Pleasant and courteous: demonstrated commitment to client service and professional representation of the organization.
  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively for self and others, meet tight deadlines and work well under pressure.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.  Excellent listening skills, and the ability to provide and receive effective feedback.  
  • Demonstrated ability to work well independently, collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.

Additional Requirements:    

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start.
  • Satisfactory Background Checks and Employment References.
