Procurement Advisor for not-for-profit community services agency client, downtown Toronto.

Job Type: Temporary.
Initial Term:  ASAP for approximately 6 months.
Compensation:  From $40 per hour, with some flexibility according to experience.
Regular Work Hours:  7.0 work hours per day, not including unpaid 1 hour lunch break, to be worked during regular business hours, Monday to Friday (35 work hours per week).
Work Location: Hybrid – combination remote-based and onsite at Client’s downtown Toronto office, on PATH, and near TTC.
Onsite Dress Code:  Corporate or Business Casual; Non-Scented Personal Products Workplace Policy in effect.

Responsibilities Summary:
To coordinate and prepare Requests for Quotation and Requests for Proposal for procurement of equipment and services; and to administer ongoing Contracts.

  • Provide advice and recommendations on procurement and contracts administration matters to multifunctional teams.
  • Review procurement specifications and prepare appropriate bid documents in conjunction with requisitioning departments.
  • Coordinate competitive bidding processes in compliance with organization procurement policy and regulations.
  • Prepare contract language based on precedent, practice and need, and participate in contract negotiation.
  • Prepare Purchase Orders as required and resolve any issues with suppliers to expedite orders.
  • Interact with departments and internal clients to ensure received products and services conform to listed quality control requirements.
  • Prepare purchasing reports and recommendations for procedural improvements.
  • Additional procurement and contracts administration responsibilities as required.

Education:  Post-secondary education in materials or operations management; or equivalent combination of education, training and experience.
Professional Credentials:  PMAC, APICS or SCMP courses or accreditation.
Preferred Work Experience:  At least 3+ years of professional procurement experience, including formal tendering and contracting experience.
Preferred Sector Experience: Public sector, broader public sector, or not-for-profit procurement experience preferred.

Technical and Language Skills Requirements:  

  • Experience with ERP level computerized financial and purchasing systems such as PeopleSoft.
  • Experience with the implementation or upgrade of an ERP system procurement/purchasing module.
  • Proficient English communication skills, both written and verbal, including strong business writing skills.

Task -Based Qualifications and Additional Attributes:     

  • Demonstrated experience providing advice on procurement, contracting and contracts administration to internal clients and other stakeholders.  
  • Experience reviewing and preparing Bid, RFQ or RFP Documents, and Contracts.
  • Sound understanding of Procure-to-Pay process.
  • Experience in development and application of purchasing related KPIs
  • Familiarity with supply chain strategies, market conditions, and price trends.
  • Demonstrated record of professional conduct and character: responsible, reliable, thorough and accurate. 
  • Pleasant, courteous and responsive: demonstrated commitment to client service and professional representation of the organization.  
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively for self and others, meet tight deadlines and work well under pressure. Demonstrated ability to apply project management principles, methodologies and best practices.
  • Demonstrated ability to work well independently, collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.

Additional Requirements:    

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start.
  • Satisfactory Background Checks and Employment References.
