Paralegal for provincial government regulatory agency client, downtown Toronto.

Job Type:  Temporary.
Initial Term:  April 22, 2024 – July 26, 2024, with possible extension
Compensation:  $32.55 per hour to $37.36 per hour, according to seniority.
Regular Work Hours: 7.0 work hours per day, not including unpaid 1 hour lunch break, to be worked during regular business hours, Monday to Friday (35 work hours per week).
Work Location: Hybrid split between 2 days remote-work and 3 days onsite at client’s downtown Toronto office, on PATH and near TTC station.

Paralegal – Responsibilities Summary:  
Provide legal administrative, research and investigatory support services to Investigations and Enforcement Teams including intake, triage and response to  alleged breaches of law; managing whistleblower hotline; processing designated case files directly under guidance; and providing additional research, analysis, and support services to program staff as required.

  • Review and collate supporting documentation for new submissions, including gathering information and documentary evidence from internal or external databases, personnel records, social media, third parties, and other sources.
  • Assist with summary and analysis of gathered information, using flowcharts, lists, timelines, and other analytical tools.  
  • Conduct preliminary interviews of whistleblowers, witnesses or other parties, primarily via telephone. Conduct follow-ups.
  • Manage Whistleblower Hotline including responding to calls, taking notes and conducting research as needed.  
  • Confirm jurisdiction of complaints as needed, review and research potential resolutions or appropriate referrals for out-of-jurisdiction complaints, draft letters of response to the complainant, and record and close files accordingly.
  • Process and complete designated complaint files directly, under guidance from senior staff.  
  • Additional paralegal, law clerk, administrative, research or clerical responsibilities as required. 

Paralegal – Qualifications:    
Education: Post Secondary Degree or Diploma in Criminology, Law Studies, or applicable discipline.
Professional Credentials: Completion of Certified Law Clerk or Licensed Paralegal program preferred.

Preferred Work Experience: 
Approximately 1+ years of hands-on work experience as a paralegal or law clerk in research, gathering evidence, conducting interviews, and handling confidential information in compliance with governing legislation, organizational policy and best practices.
New legal program graduates may also be considered, who have work experience within in the preferred sectors listed below.
Preferred Sector Experience:  Previous work experience from a government regulatory, financial regulatory, administrative tribunal, or criminal justice system employer preferred.

Technical and Language Skills Requirements:    

  • Proficiency with MSOffice applications, including advanced Excel (will be tested).
  • Proficiency with Adobe Acrobat (may be tested). 
  • Demonstrated general proficiency using different databases and conducting social media research. Readily able to learn and use new software applications and tools.
  • Advanced English communication skills, both written and verbal, including excellent reading skills, and strong business writing, interviewing, conversational and note-taking skills.  Polished, professional telephone manners.

Paralegal – Task -Based Qualifications and Additional Attributes:     

  • Demonstrated sound understanding of Canadian criminal justice system processes and procedures.
  • Knowledge of Canadian capital markets and securities sector a strong asset.
  • Demonstrated critical thinking skills to assess complex issues, summarize information and determine next steps in compliance with established policy. 
  • Excellent relationship management skills to engage with complainants, and liaise professionally with other regulatory organizations and enforcement agencies.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines. 
  • Pleasant and courteous: demonstrated commitment to client service and professional representation of the organization.  
  • Demonstrated ability to work well independently, collaboratively, and in an advisory capacity.
  • Superior organizational skills to document information, gather evidence, and maintain complex files with multiple documents.
  • Proficient de-escalation skills.  Ability to surmount internal and external job pressures.  Excellent listening skills, and the ability to provide and receive effective feedback.  
  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively, meet tight deadlines and work well under pressure.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:    

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to provide 3 recent, qualified employment references, who are available to speak with promptly upon request.  
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities prior to assignment start.
  • Ability to complete a satisfactory Provincial Government security check, including a Fingerprint Check, prior to assignment start. Please note that Marberg will reimburse for the cost of the Security and Fingerprint Checks upon confirmation of assignment start and provision of approved expense receipts.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Additional satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
