Job Evaluation and Development Specialist for broader public sector agency client, North York.

Job Type:  Temporary.
Initial Term:  November 7, 2022 to November 6, 2023, with possibility of direct hire.
Compensation:  $124.30 per hour.

Regular Work Hours:  7.25 work hours per day, not including unpaid lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).
Work Location:  Hybrid – 3 days remote-based, 2 days onsite at Client’s downtown North York office, on TTC line.

Responsibilities Summary:    
Provide subject matter expertise, advisory services, implementation and oversight on all aspects of job development for union and non union positions at all levels of seniority, including identification of required competencies, job description writing and evaluation, and total compensation.

  • Update legacy job descriptions required for job evaluation and pay equity.
  • Work with leadership team to determine job responsibilities, identify needed competencies, and establish qualifications for recruitment and selection.
  • Work with HR team on job evaluations for executive, management and unionized positions. Advise on job description writing process and position evaluation, utilizing multiple executive, management and unionized job evaluation structures, guidelines and systems.
  • Support organization preparation for collective bargaining process.
  • Additional job development program advisory, implementation and oversight responsibilities as required.

Qualifications:  
Education:  Post Secondary or Graduate Degree in related discipline, or applicable combination of work experience and education.
Professional Credentials:  CCP or CHRL Designation preferred.
Preferred Work Experience:  Approximately 10+ years of progressive work experience in job description analysis, evaluation and development, for both union and non-union positions at all levels of seniority.
Preferred Sector Experience:  Related professional experience from a public sector, unionized employment environment preferred.

Technical and Language Skills Requirements:  

  • Strong proficiency with MSOffice, including Word, Excel, Outlook, and PowerPoint.
  • Sound knowledge of use and application of HRIS and ATS systems.
  • Expert level English communication skills, both written and verbal, including advanced business writing skills and strong in-person presentation skills, with the ability to effectively explain complex and specialized concepts to a wide range of audiences.

Task -Based Qualifications and Additional Attributes:

  • Demonstrated success delivering strategic and operational HR consulting advice and services.
  • Demonstrated expertise leading all aspects of job development, including job description writing and job evaluation, within an evolving start-up organization and unionized environment.
  • Knowledge and interpretive understanding of relevant legislation and initiatives in a broad public sector environment.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of organization policy.
  • Pleasant and courteous. Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills. Excellent listening skills, and the ability to provide and receive effective feedback.
  • Demonstrated project leadership skills, with the ability to motivate and engage with a diverse group of internal and external stakeholders, at all levels of seniority.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities prior to assignment start.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start.
  • Satisfactory Background Checks and Employment References.
