HR Advisor for provincial government agency client, downtown Toronto.

Initial Term: ASAP for approximately 6 months, with possibility of direct-hire.
Compensation: $44.51 per hour.

Regular Work Hours: 7.0 work hours per day, not including unpaid hour lunch break, to be worked during regular business hours, Monday to Friday (35 work hours per week).  Possibility of additional paid hours during peak periods.
Work Location: Hybrid – 4 days remote-based and 1 day onsite at Client’s downtown Toronto office, on PATH, and near TTC Station.  

Responsibilities Summary:
To deliver HR services including disability management, recruitment and staffing, Health and Safety and AODA, to a portfolio of client business units, and provide accurate, complete and timely information on HR Policies, Programs and Initiatives in response to employee and management inquiries.

Disability Claims Management: 

  • Act as initial point of contact for disability claims: monitor organization’s disability claims central email inbox; open claims files in claims management database; monitor completion of claim processes. Coordinate all activities between manager, employee and external claims management provider.  
  • Explain benefits policy, disability claim management process and role expectations to employees and management and respond to questions. Escalate complex or contentious issues as needed.
  • Ensure disability claims updates meet payroll timelines. Identify risks or irregularities and escalate to HRBPs as needed.
  • Provide disability claims management support to HRBPs, including conducting research, collecting background information and preparing briefing material.

Recruitment and Staffing:

  • Engage with client hiring managers to develop recruitment and sourcing strategies for assigned recruitment roles, including clarification of desired outcomes and timelines.
  • Identify screening and selection criteria and ensure timelines and objectives are met.
  • Ensure effective delivery of end-to-end recruitment and staffing activities for all parties (client managers, candidates, and organization).

Project Lead for HR Programs: 

  • Coordinate all Health & Safety and AODA Committee work and project activities, including taking and preparing committee meeting minutes as required. 
  • Provide additional support to HR Programs as needed, including conducting supporting research and analyses and managing assigned project deliverables. 
  • Ensure HR Program legislative compliance.

 HR Reporting and Analytics:

  • Provide reports and analyses on recruitment, employee management data, activities and associated costs to support workforce planning and analysis activities. 

Additional HR Advisor responsibilities as required.

Education: Post secondary Degree or Diploma in Human Resources or Business Administration.
Professional Credentials:  Holds or completing CHRP or CHRL designation.
Preferred Work Experience:  At least 3-5+ years of progressive HR Generalist experience within a large and complex organization.

Technical and Language Skills Requirements:

  • Advanced level proficiency in MSOffice, including Excel, Word, PowerPoint and Outlook.
  • Proficient with application and utilization of HRIS and ATS software systems. 
  • Superior English communication skills, both written and verbal, including advanced business writing skills and ability to take professional meeting minutes.

  • Sound knowledge of employment legislation and common human resources policies, programs and best practices.

  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Pleasant and courteous. Strong relationship management skills including client and vendor relations management, negotiation, and consulting/advisory skills. Excellent listening skills, and the ability to provide and receive effective feedback.  
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.

Additional Requirements:    

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite as required, abiding by organization health and safety policies.
  • Ability to provide 3 recent, qualified employment references, who are available to speak with promptly upon request.  
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Ability to complete a satisfactory Provincial Government security check, including a Fingerprint Check, prior to assignment start. Please note that Marberg will reimburse for the cost of the Fingerprint Check upon your acceptance of Assignment Offer and submission of approved Expense Receipts.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start.
  • Additional satisfactory Background Checks or Technical Skills Evaluations as required.
