Case Intake Specialist for provincial government ministry client, downtown Toronto

Initial Term:  August 28 2023 to October 27, 2023, with possibility of extension.
Compensation: $32.41 per hour.
Regular Work Hours: FULL TIME HOURS –  7.25 work hours per day, not including unpaid 1 hour lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).
Work Location:  100% onsite at Client’s downtown Toronto office, on PATH, and near TTC station.

Responsibilities Summary:    
Review, evaluate and determine eligibility of case applications, ensuring compliance with applicable legislation, regulatory requirements, policies, procedures, and established operating principles and values.

  • Fully identify all issues relating to an application’s suitability and appropriateness, including potential conflicts of interest, matters of concern within case file history, relationships between applicant and other interested parties, and any other considerations that may come to light during the file review.
  • Conduct in-depth file review, identifying potential legal risks, and evaluating application proposal against established acceptance criteria including financial benchmarks.
  • Analyze complex accounting statements and formulate recommendations.
  • Ensure application compliance with statutory limitation periods and deadlines.  Provide direction to clients in completion of applications, and address deficiencies.
  • Conduct investigations and background checks to verify merit of applications.
  • Conduct review and analysis of supporting financial, accounting, legal and case history documentation, and create information summaries and reports.
  • Act as liaison between ministry officials, applicants, and other internal and external stakeholders including lawyers, external social service providers, family members, complainants, members of the general public, and all levels of government.
  • Obtain necessary case file information, respond to inquiries, relay instructions, and interpret and explain pertinent legal procedures and regulations.
  • Interact appropriately with applicants and other interested parties who may be experiencing situations of heightened concern and emotion.
  • Seek to foster good working relationships at every stage of the application review process.  Apply conflict resolution and dispute mediate skills as needed.
  • Recommend thoroughly reviewed and evaluated application files for approval, should no legal issues be identified. Forward flagged files to attention of in-house lawyers.  Review and approve proposed amendments to applications, and make recommendations.
  • Compose routine and complex correspondence for signature. Prepare briefings and reports.
  • Update and maintain case file information in confidential electronic database systems.
  • Identify any systemic issues, and recommend improvements or revisions to existing organizational policies and procedures.
  • Additional review, investigatory, communications, administrative and advisory responsibilities as required.

Qualifications:    
Education:  Post Secondary Degree or Diploma in legal administration, public sector administration, business administration, or related discipline.
Preferred Work Experience:   At least 5+ years of pertinent work experience or equivalent combination of academic credentials and work experience.
Preferred Sector Experience:  Community social services, regulatory environment, or public service sector experience preferred.

Technical and Language Skills Requirements:

  • Strong keyboarding and data entry skills (may be tested).
  • Proficiency with standard office equipment, word processing software, and database applications.
  • Advanced English communication skills, both written and verbal, including expert level business writing skills and professional telephone manners.
Task -Based Qualifications and Additional Attributes:  
  • Knowledge of legal principles sufficient to identify legal Issues through analysis of facts based on knowledge of statute or case law.
  • Ability to utilize various legal research facilities, procedures and online search vehicles.
  • Familiarity with basic accounting principles.
  • Demonstrated excellent judgment and recognition of impact of decision and decision making process on the applicant and other involved parties.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Pleasant and courteous: demonstrated commitment to client service and professional representation of the organization.
  • Proficient de-escalation skills.  Ability to surmount internal and external job pressures.  Excellent listening skills, and the ability to provide and receive effective feedback.
  • Superior attention to detail, and organized, methodical approach to completion of tasks.
  • Demonstrated ability to work well independently, collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.
  • Proven ability to respond to sensitive and confidential matters with tact, discretion, and excellent judgement in the interpretation and application of instructions and organization policy.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation, change management and consulting/advisory skills.
  • Demonstrated successful experience of prioritizing work, making decisions and communicating with others within a values framework of respect, equity, anti-racism, diversity and inclusivity.
Additional Requirements:    
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work 100% onsite, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Ability to complete a satisfactory Vulnerable Sector security check, including a Fingerprint Check, prior to assignment start.  Please note that Marberg will reimburse for the cost of the Security and Fingerprint Check upon confirmation of assignment start and submission of approved expense receipts.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Provision of certification of full COVID-19 vaccination series prior to assignment start, subject to reasonable accommodation per the Ontario Human Rights Code.
  • Additional satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
